Units just dont move when ordered. noticed in my first campaign as brutii and second as the seleucids that sometimes units (and most times my general) would just not move when told to. This could be after just finishing combat or telling it to move in general often leading to my general just getting rinsed when they
Train Sarmatian Cav in Rome from turn 2 on, until you have 1,5 - 2 Stacks! Besides your Peasants and Generals, you only need this one unit, don't build any other!!! You can retrain it in Level-2-Stables, which you can build almost everywhere from the start.
