try running the game in DX 9 mode .. also on a GPU that weak it may help. you can change the DX mode in settings or by using the DX 9 .exe to launch your game in the far cry 3 bin folder. simple google search of the components would show you that his system is easily enough to play the game at 1080p med with 40fps ish.
